Forget it.

I have lived in Chelsea  over 3 years. This place has gotten worse with every passing month. 1. Rent increased. 2. Last year months of loud: grinding, jackhammering, tapping as a small crew attempted to repair many (all?) of the balconies. NOTE: They are not finish yet!) 3. Bathroom sink over flowed with grey water. Lucky I was in, and able to bucket the grey water into the toilet to prevent damage to the apartment.
